I'm open to the idea of relaxing the goals to make the problem
tractable, but I think we'll need some kind of ordering restrictions -
otherwise a member could mess with other members' interpretations of
the conversation by causing different members to see different orderings.

Interesting idea... if we had a single master choosing the order,
could we prevent the master from showing different orders to different
members?
