Proof of work is incompatible with smartphones, pretty much.

I don't have an objection to money being involved at some point, hence the
"anonymous passport" (sometimes called fidelity bonds) idea. But
pay-per-message would be problematic.

There might be cleverer possibilities too based on coin tracing. For
example, you put some money up front to buy yourself some initial
reputation and then once your signing keys become trusted you can get the
money back. So it only has opportunity cost, but in the long run you get
your money back if you're well behaved.
