I'm fairly certain that Chrome does support PBKDF2, with the exception of generateKey().
Unfortunately, PBKDF2 seems to be the only cross-browser choice at the moment if one wants to encrypt to an ECDH public key under (ab initio ad finem) unextractable key material.
