When i've spoken with folks from cloudflare about this general concern,
they implied that "Annoy Tor Users" was a setting that cloudflare
customers could choose for their particular website, and that the
default is "yes" (though probably not labeled in those words).  Did you
try unchecking that box (or the equivlaent) or did you just give up and
move on?  It'd be good to know whether it's really even possible for
cloudflare users to vote with their preferences.
