[noise] Python scripts for manipulating patterns

I have placed some Python scripts for processing machine-readable Noise
patterns here:

The noise_patterns.py module provides routines for parsing and manipulating
patterns.  The transform_hfs.py script provides an example that transforms
base patterns using the hfs transformation; e.g:

    ./transform_hfs.py ../patterns/noise-revision-31.txt
