[noise] Noise meetup during RWC

Hi all,

I'm going to be busier than I was hoping, on Thursday, so let's just
plan for one Noise meetup at RWC:

 * Meeting Thursday during lunch.  I can go over "State of Noise" and
discuss possible plans and projects for 2018.

If people want to continue discussions we can find ways to do so, but
it makes more sense to plan that after/at the main meeting, rather
than setting aside a chunk of time Thurs morning.
