In addition to cajw1's unencrypted polite handshake suggestion, encrypted
handshakes could also work provided they were sufficiently costly to
initiate, whether by proof of work, a "burn" payment to Bitcoin miners, or
a payment directly to the receiver (which the receiver may be [politely]
expected to refund upon accepting contact).
