That doesn't really indicate usage though, just how many certs were issued. I
suspect certs_issued >>> certs_used for S/MIME (and the same for PGP keys).

True.  To paraphrase Vesselin Bontchev (AV guy), "if S/MIME [0] was going to
work, it would have worked by now".
