[noise] Test vector format

We've had discussions about vector formats in the past, but now that
things are getting formalized I think we should nail down a design.

I'm in favor using JSON. Attached is a schema I think would be a good
starting point.

"ephemeral" refers to the key that was generated as a result of the 'e'
token, while "semiephemeral" refers to the key that was communicated
out-of-band.

To verify, the client must set up both ends of the handshake and replay
the conversation as defined in the "messages" array.
