[noise] Noise website

I moved the Noise website to non-Cloudflare hosting, so it will stop
annoying Tor users.

Also Benedikt Seidl submitted some patches to cleanup the site's code
and make it responsive on mobile.  I know nothing about web design,
but I'd appreciate if someone who does could double-check this:

It's easier for me to process pull requests now (and stage them for
people to try).  I'd like to have better sections for Noise libraries
and projects using Noise, but I'm not sure what that should look like.

If anyone has ideas, give it a try and we'll take a look.
