[noise] Website and Wiki updates

I updated the website to list Jake's "Snow" Rust library, instead of
"Screech".  Screech was my original library, but I'm not finding time
to maintain it, whereas Snow has a nice API and is up-to-date.

Once Sopium's Noise-Rust is updated to revision 32 I'll add it as well.

I also added the library names on the website:

http://noiseprotocol.org/


On the Wiki I deleted the in-progress native Python libraries, since
they don't appear to be actively developed.  If I'm mistaken my
apologies, please add them back.
