[noise] Noise meetup during RWC

No one had strong opinions about a RWC meeting time.
Let's say this:
* Main meeting Thurs during lunch to discuss state of Noise and
high-level plans
* Thurs morning during Session 6 we'll have a "working session",
where anyone who wants can work on specific topics (e.g. we could
spend time working through test vectors spec, or NoiseSocket, or XOFs
/ Disco, or post-quantum).
So if people attend 1 thing it should be the lunch meeting, but the
morning gives some of us time to spread out and work on more complex
things.
(I'll also be speaking about Noise at 34C3 in a few days, in addition
to RWC, if anyone wants to meet there and chat just let me know).
