[noise] VirgilSecurity makes NoiseSocket a part of OSSEC

I am happy to announce that NoiseSocket will be a part of the OSSEC project
https://ossec.github.io/ replacing their old static-symmetric key protocol.
It will be working with VirgilSecurity's  Key Management System and
implemented as a libuv-based C library (though the final decision is yet to
be made).
We haven't added NLS yet but the final version should contain it.

The library will be published as open source.
