[noise] Noise end of year recap

Hi all,

Unfortunately this turned into a "hiatus" year for the Noise mailing
list and for work on the core protocol.  I was busy with other things
and what time I had went into thinking about how we handle our small
community - e.g. see the "code of conduct" / community council thread,
which remains a work in progress.

There won't be any Noise meetup at RWC.

There's a lot of ideas we should be pushing forward - see notes from
our last meetup [1].  So hopefully we can get back into gear in Q1
next year.

On the positive side, Noise adoption made major gains:
 * WireGuard moving into Linux Kernel, and seeing more adoption
 * Interest from cryptocurrency space (Libra, libp2p, others)
 * Open-sourcing of Slack's Nebula.

I've continued to think about "stateful hashing" and some other
things, so hopefully some point in Q1 we'll manage to get back into
gear with some renewed / refreshed energy.
