[noise] Noise implementation in Elixir

Hello everybody,

I have implemented the Noise Protocol specification in Elixir. It is a small library without external dependencies, implementing the protocol directly from the spec.

It successfully passes the Cacophony and Snow test vectors, but beyond that I cannot guarantee much at this point. I do not have extensive experience designing interfaces for cryptographic protocols, so any feedback would be greatly appreciated.

And if you find it good enough, perhaps someone could add it to the list of open-source libraries on the website. The license is WTFPL, so feel free to act in its spirit.
