RELIC (github.com/relic-toolkit) has, among other things, the
state-of-the-art implementation described in http://eprint.iacr.org/2013/722,
with the BF-IBE scheme implemented in the repository. There is some support
for pairing-friendly curves at the 192-bit security level as well. Code is
not ready for production though, as RELIC is much more of a research
library.
