Nothing in any of the specs on CT (and any of their updates or revisions) states that CT notifies owners of key changes.
The exchange between Ben and myself shows that the concept of "notification" is just that at the moment: a concept, without even a concrete idea of how it might be implemented.
So for now, let's please stop spreading this mistaken understanding of CT.
