[messaging] Signal Double Ratchet (Axolotl Protocol) with header encryption

Dear List,
The official java implementation only seems to implement the
non-header-encrypted variant of the ratchet. The go implementation for
POND uses header encryption. Does anybody know any other implementations
with header encryption - preferably in Java?
